Work Started to Link Tavan Tolgoi with the National Railway Network

April 26 (UB Post) Together with the first rain, the construction work that unfolded across the country has come to Dornogobi Province too. The construction began with the laying of the foundation stone for the 1100 km railway in the direction Saynshand-Dalanzadgad.

The ceremony was held in "Khar toirom" located 10 km from the Sainshand Soum, where the "zero point" of railway of horizontal axis, last Friday signifying the start of laying the railway lines.

The ceremony was attended by the minister and vice minister of Transport Kh. Battulga and A. Gansukh, MP J. Batsuuri, State Secretary of Transport Ministry  and chairman of the Board of Directors of State-Owned "Mongolian Railway" Company J. Bat-Erdene, Dornogobi Province Governor P. Gankhuyag and other dignitaries.

During the ceremony, the managements of state-owned "Mongolian Railway" Company and "Eastern Railway" Company was given a special permit by the Government of Mongolia to build the basic structure of the railway, which will connect the largest coal deposit in Tavan Tolgoi to the railway network.

A tender to build a 100 km railroad in the direction Sayshand - Baruun-Uurt, was awarded to the state company "Mongolian Railway" and a tender for the execution of laying 100 kilometers of rails from Sainshand to Tavan Tolgoi Deposit went to the Eastern Railway Company.

According to the Transport Minister Kh. Battulga, at the moment a U.S. company carries costs calculations associated with the construction of the railway. "Documents relating to financial sources will be ready in late June and early July. Today, all costs for the laying are paid by both companies" he said.

Minister Kh.Battulga: We will stand firm on our decision

April 25 (business-mongolia.com, source: unknown) The road from Tavan Tolgoi to Tsagaan Khad (a border point to China) was shut and suspended coal transport. It was closed several times, but re-opened because of revenue cut in the state budget. Some say it will be re-opened soon. MP Z.Enkhbold is the key supporter of such measures against railroad transport instead of autoroad transport. MP Z.Enkhbold prefers paved road transport not affecting the nature and environment, yet creating many workplaces with better wages.

Minister Kh.Battulga shares his opinion on his latest decision.

Q: For how long the coal transport will be suspended? Will it be re-opened in few months?

Kh.Battulga: Since 2009, road condition question was raised several times to coal transporting companies. We asked to build the road and start the transportation. They have fund therefore, they should understand the issue. If someone makes revenue, then he or she shall pay attanetion on contributing to the local infrastructure development. Professional inspection organizations shall pay attention on this issue.

We will stand firm on our decision. Export of only 2-3 companies can't contribute that much to the budget. Even they hide their income, therefore, that income shall be revealed.

Q: 70% of coal transport is being carried out by Chinese. Also many Chinese are working for Oyu Tolgoi and Tavan Tolgoi. Why Mongolians can't be employed by them?

Kh.Battulga: The Government has policy. Most countries import workforce from abroad. When they are doing so, they divide them as blue collar workers and skilled workers. Our country also have quota. Only the law enforcement is wek in the countryside.
Also, entering of the Chinese drivers to Mongolia 200-300 kms deep was halted. But these Chinese drivers replaced their plate with the Mongolian one. But the Mongolian drivers can't enter 2 km to China. Sometimes we are lacking man power. Error exists in the both sides.

EBRD SUPPORTS PETROL DISTRIBUTION INDUSTRY IN MONGOLIA

US$ 40 million to an independent private petrol retailer

April 20 (EBRD) The European Bank for Reconstruction and Development (EBRD) is providing a credit of up to US$ 40 million to Mongolia's Magnai Trade petrol stations group to support the country's petroleum sector with investments in energy-efficient technology and fund the company's expansion.

The EBRD's senior loan will finance the second phase of Magnai Trade's development, as well as the construction of 18 new petrol filling stations across Mongolia.

It will also help Magnai Trade expand its depot stores network and, thus, improve the company's distribution system. In addition, new petrol filling stations and depot stores will be fitted with the modern equipment utilising the modern energy efficiency technologies.

EBRD Managing Director for Energy and Natural Resources Riccardo Puliti, signing the project in Ulaanbaatar, said that the new project was part of the EBRD's strategy for the sustainable development of the entire petroleum distribution sector in Mongolia.

"In line with our strategy, we pay particular attention to the promotion of the local private sector and the adoption of best environmental practices. This new project will ensure that Mongolian customers continue receiving high-standard services and better products, especially, in the country's remote areas and newly-developing regions," Mr Puliti added.

In addition, as part of the project, over half of the company's staff and their franchisees will benefit from an advanced training course in Environmental, Health and Safety management, conducted by international experts.

The domestic Magnai Trade is a leading independent private Mongolian importer and distributor of petroleum products and has developed a large fuel wholesale and retail network with a significant market share in the local Mongolian market.

The EBRD investment will also enable the company to introduce advanced management information systems, offer new services and products and improve its environment and health and safety standards.

In Mongolia the EBRD focuses on developing a sustainable mining sector with sufficient mining supply chain, food processing industry, financial, manufacturing and retail sectors.

Since the beginning of its operations in Mongolia in October 2006, the EBRD has committed about €317 million (US$ 425 million) to 36 projects in various sectors of Mongolia's economy,  with 100 per cent of the projects' being related to private sector debt and equity investments.

Protesting Herders on Horseback Replaced by People`s Assembly, But They Will Return

April 26 (UB Post) Central Square of the capital city is more crowded than usual for the last ten days. United under the moto "Save the Nation", members of three civil movements -United for Rivers and Lakes, Khuder River, and Gal Undesten – started to converge on Sukhbaatar Square since April 19th  with 100 horsemen and horse carts and erected eight gers there. Most of them are herders, who have come on horseback from countryside to demand stopping of mining activities that destroys their pastureland.

All the members had their heads bound in bands and held sign boards with the slogans "We want resignation of the Government!", "Give power to the People!".

The movement wants a national discussion on the present situation, resignation of the Government, and dissolution of Parliament. Moreover, they already have the anthem "Wake up Mongols", which has been playing all day at the Sukhbaatar Square.

According to an activist of the movement  there are about 400 people from different soums of 18 provinces participating in this civil movement to protect their living areas. They are calling out people to join and to involve in the the movement at the Sukhbaatar Square.

Both the assembly and the putting up of gers in Sukhbaatar Square are in violation of orders, but the gers are still there. Another 300 horsemen are on their way to Ulaanbaatar from the western provinces to join those already here.

MCS will have its offspring in Information Technology Communication

April 21 (business-mongolia.com) Long mired gossip went into the air two months ago that MCS Holding company would be divided into two group of companies and Mr. Enkh-Amgalan would lead the new group of companies mainly in ICT industry. In preparation of such decision, MCS internally went through few structural changes.

Nationwide Census of Business Entities Begin

April 26 (UB Post)The National Statistics Commission began the national registration of business entities that are registered nationwide on April 15th 2011.

The census will be completed on the 30th of this month.

As of today, the number of business entities in Mongolia counts up to to 74 thousand.

In accordance with the Law on Statistics, the counting of all business entities was carried out in 1991, 1994, 1998 and 2006. The last count showed that there are 34,000 registered companies in the country.

MONGOLIAN GOVERNMENT MAINTAINS THAT APARTMENT PRICES WILL DECREASE

The Mongolian Government has recently decided to implement the "100.000 apartments project." So where will the budget for this come from and how will it be used?

Within the framework of the "100.000 apartments project"  6 areas of Ulaanbaatar city (Nisekh, Yarmag, Bayangol Am, 7th Khoroolol, 14thKhoroolol and the Radio Television area) are slated to be redeveloped.

To enable the redevelopment of those areas, investments in the infrastructure of those areas must come first and foremost. The engineering and sewage systems are severely lacking. If the Government takes on the job of building the city infrastructure for those areas, it will reduce the construction prices and thus keep property prices lower. The Government is now set to spend 800 billion MNT for the development of infrastructure in Mongolia, 32 billion of which will be spent on railways, 330billion on roads and 447 billion for general construction and infrastructure.

NEARLY 10,000 POSITIONS LEFT TO BE FILLED IN THE MONGOLIAN MINING SECTOR

MONGOLIA HAS DECLARED THE YEAR 2011 AS THE YEAR OF "SUPPORTING MONGOLIAN EMPLOYMENT".

AS PART OF THIS INITIATIVE, THE MONGOLIAN LABOUR AND EMPLOYMENT MINISTRY HAS JUST PUBLISHED EMPLOYMENT FIGURES SO FAR INCLUDING THE NUMBER OF VACANT POSITIONS

April 22 (M.A.D., source: gogo.mn) The mining sector is by far the Mongolian industry with the largest difficulties in finding qualified labour with 8,509 positions currently registered as vacant and another 11,000 new jobs being created before the end of the year. Within the current vacancies, 1,846 of those are in the coal mining industries, 400 in the petroleum sector and another 6,500 within other mining related industries. To fill those gaps, the Mongolian University of Science and Technology is currently training over 5,000 students to fill up the spaces but this still leaves mining companies with a huge labour shortfall. As foreign mining companies established in Mongolia have strict, government imposed, Mongolian to foreign ratios, this is a situation that is unlikely to be resolved in the near future.

Metal-Tech finals delayed to June

April 26, StockMarketWire.com - Israel-based specialty metals company Metal-Tech Ltd said release of its results for 2010 has been delayed until June due to complications surrounding its Mongolian joint venture Shim-Technology Co. Ltd. 

In January, Metal-Tech warned it may have to take substantial write-offs after Erdenet Mining Company, its Mongolian JV partner, initiated bankruptcy proceedings against Shim-Tech. 

Metal-Tech said it had remained in negotiations with Erdenet and was 'taking all necessary actions in Mongolia to attain a fair and just result for the company'

Due to the complexity of the issue and how it might be addressed in the financial reports, the company had decided to wait for further developments and clarification before issuing its full-year results. 

Metal-Tech said it had benefited from improved trading conditions in the second half of 2010 as higher demand for tungsten had led to a continued increase in the metal's price. 

Current trading remained encouraging, with improved gross margins. As a result, the board continued to view the outlook for 2011 with confidence.

GTSO: New Chinese Rare Earth Production Quotas Could Lead to Shortages

SAN JOSE, Calif.--(BUSINESS WIRE)--China's issuance of new mandatory production quotas for rare earth ore this week adds credence to the claim by Green Technology Solutions Inc. (OTCQB:GTSO) and other experts that the world's top producer of rare elements can no longer keep pace with global demand for the critical materials.

The Xinhua News Agency reported Monday that China's Ministry of Industry and Information Technology (MIIT) announced new mandatory production quotas for several rare metals conceived as part of the Communist government's plans to implement new protective mining policies. The new annual production quota for rare earth ore is set at 184,200 tons: 93,800 tons of rare earth oxide and 90,400 tons of rare earth oxide smelting. The new quotas bear little increase over last year's totals despite soaring prices and demand for rare earths worldwide. The ministry also reiterated that China will not grant any new licenses for prospecting and mining rare earth ores before June 30, 2012.

The new production quota is but the latest in a series of moves by China in recent months to limit its rare earth exports. Currently, China accounts for more than 95 percent of global rare earth production. Environmental concerns and shifting economic strategy, however, led the emerging Asian superpower to cut its rare element production by 35 percent in the first half of 2011. This cutback sent rare earths prices skyrocketing and exposed the U.S.'s dependence on China for its rare earth supply.

PROPERTY RIGHT REGISTRATION PROJECT IS UNDERWAY

April 26, Ulaanbaatar, Mongolia, /MONTSAME/ A project is to be implemented by Mongolia's Millennium Challenge Account and the Intellectual property office

Aim of the project is to refine a property right registration. A first stage--to digitalize the registration--will start this October involving in experimental works Tov aimag.

The property right project has been implemented in Ulaanbaatar city and in Khovd, Zavkhan, Arkhangai, Ovorkhangai, Darkhan-Uul, Orkhon, Tov, Khentii and Dornod provinces in 2008-2013. Within the project, ger districts' people will get help in obtaining a right to own lands and in having their property right registered.

HERNANDO DE SOTO IS HERE

April 26, Ulaanbaatar, Mongolia, /MONTSAME/ A well-known economist and president of the Peru-located Institute for Liberty and Democracy Mr. Hernando De Soto is visiting Mongolia. 

On Monday, he was received by Mongolia's President Ts.Elbegdorj. De Soto spoke about the ILD's projects realized in many countries to put properties of poor families and vulnerable groups' people into economic circulation by enrolling them in a registration and to give them a chance to improve lifes. Adding that in 2010 he conducted some researches into the same matter in Mongolia, De Soto introduced the President to its results and shared views on ways od implementing here a full project.

Mr. Soto is visiting Mongolia for the second time at invitation of the President's Office, and is meeting with authorities of related Ministries to talk about improving of the property registration system of Mongolia.

Madeleine Albright: Mongolia Is A Model Nation

April 22 (UB Post) "Mongolia is an amazing nation capable of solving any dispute in a peaceful way" stressed Ms. Madeleine Albright in her lecture at the Foreign Ministry in Ulaanbaatar on Thursday. 

Ex-state secretary of the United States is currently in Mongolia, as the chairman of the National Democratic Institute, for a two-day visit as the guest of Mongolia's Premier S.Batbold.

On April 21st, Ms. Albright gave a lecture "Celebrating Mongolia's Democracy: A Special Role in Asia" to the parliament and cabinet members and representatives from civil movements and private sector.   

"Mongolia is making important contribution by respecting human rights and freedom" Albright praised in her speech. "I am very glad that Mongolia is managing to develop the democracy that can be a model to the rest of the world" she said.

MONGOLIA SIGNS MULTI-LATERAL AGREEMENT

April 26, Ulaanbaatar, Mongolia, /MONTSAME/ Working in the New York city, USA, the State Secretary of Mongolia's Ministry of Foreign Affairs D.Tsogtbaatar signed Monday a multi-lateral agreement on the International Think Tank for Landlocked Developing Countries (ITTLDC). By doing so, Mongolia has become the first ever country to ink the agreement on the international-status organization to be located in Ulaanbaatar being established at its own initiative.

The agreement has purposes to improve skills of the landlocked countries in conducting researches and to regulate the rights and responsibilities of international organizations focused on working out policy recommendations for the landlocked countries.

The same day, the State Secretary met Mr. Cheick Sidi Diarra, High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (OSAA/OHRLLS). The State Secretary has introduced to Mr. Diarra results of the High-level Asia-Pacific Policy Dialogue on the Implementation of the Almaty Programme of Action and other Development Gaps faced by the Landlocked Developing Countries (LLDCs) held April 12-14, 2011 in Ulaanbaatar, and its documents. Then they have shared views on the related collaboration, and agreed in principle to organize a visit of Mr. Diarra in the second half of this year for rendering support to the ITTLDC's activities.

Mr. Tsogtbaatar has met Mr. Kiyotaka Akasaka, the UN Under-Secretary-General for Communications and Public Information. They have discussed some measures to be co-organized by Mongolia and the UN on occasion of the 50th anniversary of Mongolia's  joining the UN. Moreover, Tsogtbaatar exchanged views with Ronald Rich, an executive head of the UN Democracy Fund; Park In Kook, the permanent representative of the Republic of Korea; and George Soros, a leader of the Soros Foundation.

S. Korean, Mongolian defense chiefs discuss closer military cooperation

SEOUL, April 21 (Yonhap) -- The defense ministers of South Korea and Mongolia held talks in Seoul and discussed how to forge closer military cooperation between the two nations, officials said Thursday.

South Korean Defense Minister Kim Kwan-jin and his Mongolian counterpart Luvsanvandan Bold also exchanged views on regional security issues, including North Korea's two deadly attacks on South Korea last year, ministry officials said.

Qatar's State Minister Visits Mongolia

April 26 (UB Post) Qatar's Minister of State for International Cooperation His Excellency Dr. Khalid Bin Mohammad Al Attiyah is currently in Mongolia for a working visit, together with his entourage. 

Khalid Bin Mohammad Al Attiyah paid a visit to Foreign Ministry of Mongolia G.Zandanshatar, Finance Minister S.Bayartsogt, Minerals and Energy Miniser D.Zorigt and the Presidential Office Chairman D.Battulga respectively.

During these separate meetings, both the sides highly appreciated the recent developments in bilateral cooperation. However, the sides mutually emphasized the necessity of diversifying the cooperation in more mutually-profitable fields such as trade, economy and investment.

In 2006, The Government of Qatar has granted a nonrefundable aid of US$10 million to Mongolia for a road project.

A new horde of invaders in the land of Genghis Khan

Mining promises fabulous wealth for Mongolia. Clifford Coonan reports from Ulan Bator

April 25 (The Independent) Edward Rochette, a hard-bitten American lawyer and a veteran of mineral exploration in 56 countries, pulls up a stool in the Square Grill Pub in central Ulan Bator and contemplates Mongolia's 21st century gold rush. The plush bar, with its fancy chairs and finger food, does not feel like an outpost of adventurers seeking their fortunes, but as it fills, the voices ordering the drinks are of Australian mining executives, British financiers and overseas-trained Mongolian consultants. They are here seeking coal, copper and gold – and lots of it.

"This is the place to be," declares Rochette as he extols the nation's virtues. "This is a frontier town."

Robert Wrixon, the managing director of Haranga Resources, says: "Mongolia is awakening. The industry is about to take off. We are just starting out to help the Mongolians find what they've got."

But the influx of foreign interest has bred resentment. Outside of the bar, beyond the square and a huge statue of the country's most famous son, Genghis Khan, a group of fashionably dressed teenagers while away the hours at the Zaisan Memorial, a monument to Soviet soldiers killed in the Second World War.

They are keenly aware of the resources boom – and its implications. "We are a poor country. What options do we have? We need to do something today, otherwise we have to emigrate," says one young woman, Bolormaa.

There have been occasional attacks on mixed couples, usually foreign men with Mongolian women, and there are right-wing groups that oppose the arrival of so many foreigners. Much of this is focused on the Chinese, who ran Mongolia as a province until 1921 and for whom a visceral dislike lingers. However, China is set to be the prime customer for Mongolia's resources and is already its largest trading partner.

"The resources have to go to China, despite historical antipathies," says Wrixon. "Mongolia is happy to sell China commodities but is less comfortable about China having majority stakes in resource projects."

Introducing the latter, Prime Minister Sukhbaataryn Batbold outlined the year ahead. "Mongolia's GDP per capita is $630, under the average of developing countries. We have high goals in front of us. Our focus must be on governance, and government regulations need to be clear," he said. "Our strategies cannot be based on a wish list but on research, and the development must be sustainable and direct to the people. We will eradicate corruption and clearly define the boundaries between state and private sectors. Last year, these issues were like a half-killed snake."

Mongolia to host peace festival

ULAN BATOR, Mongolia, April 22 (UPI) -- Mongolia is to be the site of a peace festival and conference, an event in August that will feature officials from around the world.

Officials from the United States, Japan, South Korea, China, Russia and Mongolia are expected to meet in Ulan Bator in August to discuss Mongolia's role in peace efforts in the region, conference organizers announced Friday.

Mongolia has diplomatic relations with Pyongyang and the meeting is expected to propose track diplomatic initiatives, such as educational and sports exchanges, to open North Korea to its neighbors.

The conference will be part of the Global Peace Festival 2011 Aug. 25-27 in Mongolia with President Tsakhiagiin Elbegdorj among those scheduled to attend. The festival also marks the centenary of Mongolia's restored independence.

Mongolia, which has coal and mineral deposits, is attracting a growing stream of U.S. visitors. U.S. Vice President Joe Biden and U.S. Secretary of State Hillary Clinton are expected to travel to the country this year.

World Mongolians to Gather in UB in August

April 22 (UB Post) Under the auspices of the President of Mongolia Ts. Elbegdorj, the 5th congress of the World Mongolians will take place in Ulaanbaatar on August 24 and 25, 2011. 

With the support of the Office of the President of Mongolia and the Government of Mongolia, the Convention of World Mongolians NGO will organize the congress. 

During the celebration of the 800th anniversary of the Great Mongolian State, the NGO was established and it elected the President of Mongolia as its honorable President and agreed to organize the congress under the auspices of the President of Mongolia.

The congress of this year is special for being organized in Ulaanbaatar on the occasion of the 100th anniversary of the National Freedom Revolution in 1911. Various activities such as Mongolian national and cultural festivals and conferences will take place under the umbrella of the congress in Ulaanbaatar on August 24 and 25th, 2011.

Ethnic culture highlighted as Mongolians honor national hero

HOHHOT, April 23 (Xinhua) -- Tens of thousands of people from home and abroad flocked to the mausoleum of Genghis Khan on Saturday to honor the Mongolian national hero, as experts called for better preservation of this century-old custom.

About 50,000 people, including members of local Mongolian ethnic groups and visitors from the neighboring country of Mongolia, attended the annual memorial rite, said Qolubagatur, who presided over the ceremony.

"It's the 784th year that we held the sacrificial rite to our master, and the 'holy light' of the mausoleum has never gone out under the guard of our Dalhut families," said Qolubagatur. The Dalhut people are a branch of Mongolians who guard the mausoleum.
