BoM FX auction: CNY40m sold at ₮311.85, accepts $3.5m MNT swap offers
February 25 (Bank of Mongolia) On the Foreign Exchange Auction held on February 25th, 2016, the BOM has received buying bid offers of USD and CNY. The BOM sold CNY 40.0 million in a closing rate of MNT 311.85.
On February 25th, 2016, the BOM has received MNT Swap agreement buying bid offers equivalent to USD 3.5 million and USD swap agreement selling bid offers equivalent to USD 31.0 million from local commercial banks respectively. The BOM accepted the MNT swap agreement buying bid offers of USD 3.5 million and did not accept the USD swap agreement selling bid offers of USD 31.0 million.
₮34.7 trillion in hidden assets disclosed under economic amnesty
Ulaanbaatar, February 25 (MONTSAME) The Finance Minister B.Bolor delivered a report at the "Hour of Minister" weekly meeting, on Thursday about implementation of the law on economic transparency.
In frames of a preliminary report on the law's realization by this February 20, incomes and capitals of 34.7 trillion Togrog have been revealed. Taxes of 8.3 trillion and fines and penalties of 2.5 trillion Togrog have been exempted, he said.
The hidden money were exposed as such after the entities had submitted to the related bodies 21,275 financial reports, 89,394 tax reports, 4,165 insurance reports and 8,140 custom declarations. A total of one thous.176 amendments have been made in the registration of 744 legal subjects and of 647 kinds of capitals, he said.
Standing committee on security works at Defense Ministry
Ulaanbaatar, February 25 (MONTSAME) Head and members of the parliamentary Standing committee on security and foreign policy--M.Sonompil, L.Bold and S.Oyun--visited this organization Thursday.
They were received by the Minister of Defense Ts.Tsolmon who presented them the Ministry's policy and actions and spoke about urgent problems facing his sphere.
He mentioned that the President had submitted to parliament draft new versions of the law on defense, on the Armed Forces and draft package laws on military services and on legal status of the military servicemen, "they all have been harmonized with the newly adopted fundamental document of the defense".
He also said he will submit to parliament a draft amendment to the law on pensions and allowance for military servicemen, and that a program is being worked out on developing the Armed Forces until 2030.
Authorities of the Defense Ministry said that some 300 servicemen' retirement has been facing problems due to budget difficulties, "moreover, we suffering problems in covering accommodation fees and stipends of the cadets who are studying abroad". As they said, these problems could be resolved if to place some ten billion in the budget.
The Standing committee head said he and L.Bold MP really understand the situation because they had worked as the defense Ministers, and promised to back the draft package law on defense.
EU official in Mongolia: "ASEM preparation is going very well"
February 25 (gogo.mn) Delegates of European Union's Asia-Europe Meeting (ASEM) mission, led by, EU Alternate Senior Official in ASEM and Principal Advisor in European External Action Service made press session today.
Mr.Michael Matthiessen came to Mongolia for his second time in order to get acquaint with the process of ASEM preparation and to consult.
During the press session he said that hosting ASEM is a big challenge. Delegations from Asian and Europe which account the 60 % of the world population, 60 % of the world GDP and 60 % of the world trade, will arrive in Mongolia. I met with ASEM meeting National Council and other officials and got acquaint with the process of preparation. I am satisfied to say that the preparation is going very well according to the plan.
Moreover Mr.Michael Matthiessen expressed that the EU will support Mongolia in the chairmanship of ASEM.
In scope of his visit, he met with D.Gankhuyag, State Secretary of MFA and Head of ASEM Office in Mongoli, H.Gantsogt, State Secretary of the Parliament and P.Tsagaan Head of President Office.
Some of EU delegations accompanying the Mr.Michael Matthiessen are scheduled to be stationed in Mongolia until the organization of the 11th ASEM Summit.

MYF announces "Thief-less Mongolia - Our Dream" speech competition
February 25 (gogo.mn) Speech competition is announced among high school and university students in the scope of "Thief-less Mongolia" national liberation movement run by Mongolian Youth Union.
The speech competition is organized under the topic "Thief-less Mongolia - Our Dream". Competition will consist of 3 rounds:
Round one. All participants will introduce their speech and advance into the next round
Round two. Qualified participants will present their speech on specially chosen topic.
Final round. Participants will give speech on given topics by the judges and winners of first 3 places will be selected based on total score.
This competition is co-organized by MYU, "Thief-less Mongolia" national liberation movement and Young Lecturer Club. Registration starts today until March 8, at Room 103 in MYU building.

Freegood Mines 'Undur Naran Project' Recognized 12.4 Tons of Gold Reserves by Government of Mongolia
SEOUL, South Korea, February 25--(BUSINESS WIRE)--Freegood Mines Ltd., (www.freegoods.co.kr), a Korea-based resources company, announced that Undur Naran Copper and Gold Project is recognized 12.4 tons of gold reserves by government of Mongolia.
Undur Naran Project is copper and gold development project in southern Mongolia. Undur Naran Project is porphyry copper deposits that include 4 gold deposits.

Oh believes that Undur Naran Project will be another version of Oyu Tolgoi project, a gigantic gold and copper project led by Rio Tinto.
He also commented that he sees a significant turnaround in gold producing industry in Mongolia as margins increased from recent spot price rally and costs reduced from lower fuel prices and labor costs due to 50% devaluation of the Mongolia currency (Tugrig).
Ahead of commercial production, Freegood Mines is executing a restructuring plan with external consultants including corporate structure reshuffling and Hong Kong IPO.

Canada program to support Mongolia's mineral exploration sector
Ulaanbaatar, February 25 (MONTSAME) Mongolia is happy to be involved in a list of nations that will be involved in the program of the Canadian International Development Agency (CIDA), and a project on empowering the exploration sector will launch in the program.
The Minister of Finance B.Bolor said it at a meeting with Mr Ed Jager, the Ambassador of Canada to Mongolia on Wednesday. The parties spoke about a present situation of the economic and developmental cooperation, opportunities for the further cooperation, tendencies of regional and global economy, and touched upon measures the Mongolian government is taking to overcome current economic difficulties.
Mr Bolor will take part in international forum on development of exploration sector and its future, which will be organized by the CIDA this March 1-11 in Toronto.
Bank of China Submits Request to Open Branches in Mongolia
February 25 (Mongolian Economy) During a speech at National University of Mongolia, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Mongolia Xing Haiming said: "Bank of China has submitted a request to open branches in Mongolia".
Although rumours about Bank of China opening a branch in Mongolia had emerged two years ago, official sources stated no foreign banks have submitted official requests.
Ambassador Xing Haiming added: "A large financial institution like the Bank of China will become a reliable financial guarantee for Mongolia's development, development of SMEs and large projects between Mongolia and China. Thus, I believe that it will fully meet the interests of Mongolia."
Yesterday, the ambassador delivered a speech at the NUM under the theme "Developing hand-in-hand and building a brighter future of bilateral relations between Mongolia and China." He stressed that tourism between the countries has not developed enough and stated: "If mining were to be authentically opened, related aspects such as infrastructure and tourism will develop, and this will be powerful impetus to the development of Mongolia. I hope that the two sides cooperate closely and advance the related large projects and negotiations as quickly as possible."
About a million people from Mongolia visit China per year, while less than a third of that figure visits Mongolia from China. Most of those who do come to Mongolia are coming for business or as hired labourers. He said that the visa requirements for Chinese people must be loosened in order to develop tourism between the two countries.
In 2015, 120 million Chinese citizens travelled abroad, and overseas consumption by Chinese visitors reached USD 229 billion. He mentioned that 300 thousand tourists from China is a disappointing figure compared to the previous statistic, especially for countries neighbouring one another. He added: "I hope more Chinese tourists travel to Mongolia and that they play an important role in the economy of Mongolia."

New kindergarten and school commissioned in Songinokhairkhan district
February 25 (gogo.mn) Yesterday on Feb 24th, a new school and a kindergarten were commissioned in Songinokhairkhan district. Administrative officials took part in the opening ceremony.
The kindergarten number-117 located in the 8th khoroo of this district aka Bayan Khoshuu was built with 1.1 billion MNT of state budget investment and have capacity of receiving 120 children in 5 groups. School number-124 with capacity of 640 students is built in the 24th khoroo aka Tolgoit Baruunsalaa.
In the past few years kindergarten and school was a big issue since Songinokhairkhan district is dense populated because of the increase in migration movement from countryside. This work provides clean, safe environment for children to learn and develop.
World Vision to build development center for children in Darkhan-Uul
Ulaanbaatar, February 25 (MONTSAME) An investment contract for the Children's Development palace has been inked by authorities of Darkhan-Uul aimag and the World Vision international organization.
The construction--costing one billion 53 million Togrog--will start this spring and complete within this year.
During the signing ceremony, the World Vision Permanent Representative to Mongolia Mr Vincent Edwards said their organization has been collaborating fruitfully with the aimag's administration for 14 years. The international organization has performed many works to motivate children's talent, he said.
DC's McKinley STEM Middle School shares Mongolian culture and history
February 25 (gogo.mn) The Embassy of Mongolia is participating Washington Performing Arts' Embassy adoption program in the academic year of 2015-2016 and working with McKinley STEM Middle School to promote and share Mongolian culture and history under its 6th grade Social Studies curriculum.
In January, Dr. Saruul-Erdene Myagmar first visited the school and taught about the history, culture and the Mongolian language. During his visit Dr. Saruul-Erdene told about the tales of the Queen Alongua and transcribed students' name in Mongolian Traditional script.
This month Artist and Sculptor Gankhuyag Natsag taught about the Buddhist arts and culture and explained the meaning of the Buddhist dance "Tsam". At the end of the class students draw their own creative masks and explained the good meaning behind their art work.
The program will continue until June. For the next 3 months professional artists and students will volunteer their time to teach Mongolian dance and its Climate change policy. At the end of the program students will represent Mongolia at the Model UN and visit the embassy to present what they have learned about our country.

12th National Public Speaking Competition in English

February 25 (gogo.mn) Mongolia Needs You (MNY) is proud to announce that it will organize the 12th National Public Speaking Competition in English in cooperation with the English-Speaking Union Mongolia (ESUM) in February-March, 2016 under the topic "The most common way people give up their power is by thinking they don't have any".
The competition will be organized in two rounds:
First round: Eligible participants who have completed the registration for the competition will be required to give a 3-minute speech under the topic of this year's competition. 12 best speakers among the participants will then be selected by a panel of judges to compete in the final.
Second round: In this final round, each of the 12 finalists will be asked to expand on his/her speech from the first round to give a five-minute speech at the final. The participants will also be asked questions relevant to their speeches by the judges and the audience. The judging criteria for the national competition will follow those of the International Public Speaking Competition organized annually in London by the English Speaking Union.
Prize of the Competition
The winner of the national competition will be given an opportunity to participate in the International Public Speaking Competition in London, UK on May 9-13, 2016.
Desired Participation and Registration
Participants must be:
1. Passport holders or permanent residents of Mongolia
2. Full time university or secondary school students
3. Aged between 16 and 20 (as of May 14, 2016)

The participants will also be asked questions relevant to their speeches by the judges and the audience. The judging criteria for the national competition will follow those of the International Public Speaking Competition organized annually in London by the English Speaking Union.

Police arrest group of "Ice" users
February 25 (news.mn) "Ice" has been described as the MOST destructive drug on the illicit market. It is becoming a problem in Mongolia.
Officers from the Against Drug Bureau at the Criminal Police Authority have identified a group of criminals, who have been using and storing the drug. The police found 1.1 grams of the narcotic in their car. An investigation is now under way. The members of the group were born between 1979 and 1994 and are currently being held under investigation.
The police have also arrested B and G at the Peace Bridge Hotel car park; during the search they discovered a stash of ice. Suspect "G" was carrying 18.7 grams of the drug, which had been divided into 11 cases; suspect "B" had 0.5 grams of ice in his vehicle.
"Ice" is a methamphetamine and is considered more dangerous than cocaine. It can have extremely damaging results on those who take it and their families.

MIAT partnering with Aero Mongolia on launching connecting local flights
Ulaanbaatar, February 25 (MONTSAME) The Prime Minister Ch.Saikhanbileg Wednesday ran the "Hour for solutions" weekly meeting, convening G.Nyamdavaa, a head of the Civil Aviation Authority (CAA), and T.Tamir, CEO of the Mongolian Airlines (MIAT).
The Premier reminded them that the government has been implementing several-phase measures focused on people of remote regions, especially of western provinces, for example, petroleum prices in aimags have been reduced by 150-350 Togrog per liter to the level of the capital city.
He said that the workers who are constructing auto roads in the western aimags should be given an opportunity to be carried by airplanes. "The paved roads work, aimed at connecting the provinces' centers to the UB city, has been successful but the workers have to spend much time to get to these aimags, for instance, small-sized planes--the only air transport in localities--fly over three hours," the Premier noted and suggested a possibility of shrinking this time by putting large planes into the local flights.
Khovd aimag has a nice paved runway suitable for large airplanes, moreover, flights can be performed from there to neighboring Bayan-Olgii, Uvs and Gobi-Altai provinces, he said adding that ticket prices may be reduced for these flights.
The Premier obliged the CAA and MIAT leaders to work out proposals on the matter, and said the expansion of the local flights would also boost the tourism, and that it is necessary to connect Ulaanbaatar to cities of the neighbor countries through transit flights. "The MIAT must develop the 'state-private sector' partnership in the airline sector under a mutually-beneficial principle".
T.Tamir said that, by the governmental earlier direction, the MIAT had carried out feasibility studies together with the "Aero Mongolia" company on reducing ticket prices of local flights and on improving the services and reached a concrete concurrence. "MIAT plans to perform flights to the western aimags from this April 15, while 'Aero Mongolia' will keep its small planes in Khovd aimag, and it means MIAT will transport passengers to Khovd by its large airplanes, and 'Aero Mongolia'--by its small planes to Bayan-Olgii and Zavkhan provinces".
The Premier ordered the CAA head to start a new partnership between the CAA and MIAT, to launch the local flights of MIAT in April 15, and to address the cabinet if there will be urgent matters.
Air Astana flies to Mongolia, Iran this summer
New routes to Ulaanbaatar and Tehran to commence in June 2016
February 25 (Travel Daily) Kazakhstan's Air Astana will launch its first flights to Mongolia and Iran this summer.
Commencing in early June, the airline will offer three weekly flights from Kazakhstan's capital city, Astana, to the Mongolian capital Ulaanbaatar. Services will operate every Monday, Thursday and Sunday using a 97-seat Embraer E190 aircraft.
And also in June, Air Astana will commence its first ever flights to Iran. The new route from Kazakhstan's largest city, Almaty, to the Iranian capital Tehran will run three times a week (Tuesday, Thursdays and Saturdays) using a 148-seat Airbus A320 aircraft.
Air Astana has also announced that it will launch a fourth daily frequency on its Astana-London route in June. This service will run every Monday, complementing the existing Tuesday, Thursday and Saturday flights. Air Astana operates its 166-seat Boeing 757 on the London Heathrow route.
