"Mongolian Railway" IPO
May 3 (summarized from open-governemt.mn) During a cabinet meeting on May 3, the government agreed to introduce a bill to the parliament on raising the nominal price of "Mongolian Railway" ("Монголын төмөр зам") JSC's planned IPO based on future revenue forecasts, selling 49% of the company to foreign and domestic investors through the stock market. The government's official website statement did not specify which stock exchange or exchanges the IPO would be.
The proceeds will be used to finance the "Policy on Railway Transportation's" Stage 1 and 2 railway construction plans.
Stage 1 is 1100 km: Dalanzadgad - Tavan Tolgoi – Zuunbayan and Sainshand - Baruun-Urt – Choibalsan and will need $3B (1km=$2-2.5M), based on early estimates.
Stage 2 is 900km: Nariin Sukhait – Shivee Khuren, Ukhaa Khudag – Gashuun Sukhait, Khuut - Tamsagbulan – Numrug, and Khuut – Bichigt.

Mongolia Central Bank to Sign Currency Swap Deal With China
May 5 (WSJ) BEIJING—The central bank of Mongolia said it will sign a currency swap agreement with the People's Bank of China, paving the way for more yuan-based trade settlements.
Mongolbank didn't disclose the amount or duration of the contract but said the deal would help ensure the stability of its local currency, according to a statement on its website dated May 3.
China has stepped up efforts to promote the yuan's use in cross-border trade and finance to reduce its reliance on the U.S. dollar in the wake of the global financial crisis.
The increased circulation of yuan offshore is also key to China's efforts to internationalize its currency.
In recent years, the People's Bank of China has established bilateral currency swap agreements with a number of central banks, including those of Hong Kong, South Korea, Malaysia, Indonesia, Belarus and Argentina.
Though the volume of yuan-denominated trade remains low, it is growing rapidly. About 7% of China's foreign trade in the first quarter was conducted using yuan, up from 0.5% a year earlier, according to data from the PBOC's quarterly monetary policy report released Tuesday.
The report "makes clear that the authorities see trade flows, not capital flows, as the main channel for (the yuan) to flow into offshore markets," ING economist Tim Condon wrote in a research note.
In 2009, Beijing began allowing exporters and importers in certain regions to use yuan to buy or sell goods abroad, and China's central bank will expand the trial to the whole nation this year, local media reported last month, citing a PBOC official.
Most yuan-based trade deals so far have involved Chinese companies using the Chinese currency to buy goods. Around 89% of yuan trade in the first quarter was accounted for by China's imports, according to data from the PBOC.
An official delegation led by China central bank Gov. Zhou Xiaochuan will visit Ulaanbaatar on Thursday, the Bank of Mongolia said.
The PBOC wasn't immediately available for comment.
China builds highway into Tavan Tolgoi
May 5 (SteelGuru) It is reported that construction of a new highway linking Ganqimaodao border crossing in Inner Mongolia with Tavan Tolgoi in South Gobi is in progress aimed to further boost coal imports.
According to Inner Mongolia's local officials, Chinese importers have funded the RMB59m project, which kicked off construction on April 15th 2011, though specific time schedule is not released.
A JV was also formed by Chinese importers and Mongolia's ER Company to be responsible for construction and maintenance. The 246 kilometers long trucking distance is repeatedly hindered by accidents.
It is expected that imports via Ganqimaodao may hit 12 million tonnes to 15 million tonnes in 2011, up from 7.71 million tonnes in 2010. Q1 imports were 1.63 million tonnes, up by 132%. (Sourced from China Coal Times)
5th thermal power station to be ready by 2019
May 4 (business-mongolia.mn) The long awaited 5th thermal power station's construction to start this year. The Government has decided to build the 5th thermal power station near the 3rd power station which could save over USD 100 million. The plan is to finish the first part of the power station in 2015 and start the second part and finish that by 2019.
The plant will have capacity to produce 820 megawatt of electricity using the latest technology. Two small eco friendly factories will be built near the power station to recycle the waste from the factory. The officials say that the small factories will produce cements using the waste. The tender to choose the construction company would be announced this year.

MPs propose to use HDF allowance to repay herders' bank loans
May 4 (news.mn) MPs P.Altangerel and J.Sukhbaatar today told journalists that a group of MPs led by them have submitted to the Government a set of proposed amendments to the Law on the Human Development Fund, which was passed in November, 2009. One of the amendments seeks to use the HDF allowance to elderly people and herders directly to pay back their bank loans.
There are 214,000 elders in the state, 166,200 of whom have taken pension loans from commercial banks. Herders owe banks MNT45.2 billion in loans.
3 Anod Bank officials sentenced
May 4 (news.mn) The Court of Bayanzurkh district sentenced on Monday three members of the Representatives' Managing Council (RMC) of the Anod Bank, N.Davaa, E.Gur-Aranz and U.Enkhtur, to terms in prison for cheating share holders of the bank and misappropriating the money in savings accounts. Two more members of the RMC are already under investigation.
There are reports that charges will be leveled against a former Vice President of the Mongol Bank, B.Enkhkhuyag, and a former Chief of the Financial Regulatory Authority, D.Bayarsaikhan, for their role in the Anod Bank case. Both are suspected of conspiring with managing officials of the bank and of deliberately lax monitoring of an IPO of Anod Bank to help them defrauding those who bought shares.
Investigations have been going on for years and the Chief of the Economic Crimes section under the State Investigation Office, Kh.Dorjsuren, said all charges will be submitted to the court in May.
CABINET BACKS BILL ON AUTOMATED SYSTEM OF ELECTION VOTING
May 4, Ulaanbaatar, Mongolia, /MONTSAME/ On Tuesday, the cabinet meeting backed in principle a draft law on automated system of election balloting, and decided to convey some proposals to the bill's initiators.
Worked out by J.Sukhbaatar and other MPs, the bill aims to refine the ballot system in whole. The cabinet has considered as necessary to firstly study matters on running elections and on altering related rules in order to finally work out the bill.
Additionally, the cabinet has highlighted requirements to accord the new system with the revised civil registration.
The cabinet's proposals also have reflected a matter on manual counting the voting papers in case of any disagreement and dispute.
NAT`L PROGRAM APPROVED ON HIGH SPEED NETWORK
May 4, Ulaanbaatar, Mongolia, /MONTSAME/ A national program on wide-band high speed network was approved at the cabinet meeting Tuesday.
An order has been given to heads of the Information Communication Technology and Post Authority, and National Development and Innovation Committee to co-establish an activity plan to implement this program and to organize it nationwide. Related Ministers and heads of agencies have been obliged to place money in the annual budgets and in the basic guidelines of socio-economic development, to attract private investments and to take loans and assistance from international banking and financial organizations in order to finance the program.
The program has such main purposes as to install high capability and wide-band high speed network across the country and to improve the economic growth and the living standards of people by providing state organizations, enterprisers and families with low-price complex services of communication.
This program will be realized from this year until 2015.
Uzbekistan, Mongolia hold political consultations

Ulan Bator hosted the third round of political consultations between the Uzbek and Mongolian foreign ministries, the Uzbek Foreign Ministry reported.
The sides discussed specific areas of joint activity to combat terrorism, drug trafficking and other challenges at the regional and international levels; the situation in Afghanistan, issues on preservation of peace and stability in the region of Central Asia and Mongolia, as well as environmental issues and sustainable use of water resources.
The talks indicated that the countries have common positions on international and regional issues, which creates a solid basis for intensifying a partnership in other areas.
